Licensed as a civil engineer in Florida in 1988, Hans’ principal focus has been in the marine environment, with a mix of hard structure design and creation of marine habitats. Current responsibilities include site analysis, engineering design, regulatory permitting strategies, and construction administration of coastal marinas and docks, new and maintenance dredging projects, coastal structures, and barrier island projects. Specific responsibilities and expertise include development feasibility studies, project management, regulatory permitting, development of construction plans and specifications, design and analysis of hydrodynamic surveys, modeling of flows and flushing within marina basins and waterways, assessment of benthic habitats, and analysis of environmental impacts.
Hans is responsible for all reports and data interpretation related to Environmental Resource Permitting, development suitability reports, and site inventories. Hans is an expert in environmental design, permitting, and enforcement issues relative to local, state and federal permitting agencies. Hans has been qualified as an expert witness with the Department of Environmental Protection regarding Environmental Resource Permitting, flushing studies, and engineering surveys. Specific expertise involves marine design and flushing surveys for water quality and habitat impacts, construction management, and regulatory permitting.

She has an extensive background which includes 15 years in office administration in the health care industry. She handles accounting, billing, scheduling, and project coordination. She is proficient in accounting software (Quickbooks Pro) and all Microsoft programs. Among her regular duties as C.F.O. Robin also manages legal research, project coordination, and task billing. She also holds a real estate brokers license and specializes in the listing and selling of waterfront related properties.

Current responsibilities include site assessment and data collection, construction administration, engineering design review, and regulatory permitting of marinas and docks, dredging projects, coastal structures, and barrier island projects. Specific responsibilities include Construction Administration which includes development of construction plans and specifications, project management, permit compliance during construction and project close-out.
As the Senior Project Manger Chester coordinates with HWA staff regarding project sequencing, permit strategy, and project priority management. Chester’s technical skills in civil engineering, surveying, marine related fields, computers, and computer assisted design are the result of a blend of field experience and continuing education. Based on an active participation in boating Chester has over 37 years of direct experience with waterfront facilities in Lee, Charlotte, and Collier counties. This direct field experience has resulted in a “from the ground up” user perspective regarding construction that is essential to providing a quality final product for our clients.

Chris Moreau

Master’s Degree in Administration with a focus on Engineering Management.
During his time at CMU, Chris spent several years with a company specializing in lake
management. As crew leader, he managed aquatic surveys, aquatic harvesting,
pesticide applications, and maintenance of boats, trailers, and outboard motors. He also
gained valuable design and construction experience during a stint with a truss and wall
system firm. Following graduation, Chris worked at General Motors in product design,
where he further developed his leadership and management capabilities. This diverse
combination of skills and experience makes him exceptionally effective in marine and
environmental consulting.
Chris is currently involved in projects including shoreline stabilization, marina and dock
expansions, and environmental permitting. His responsibilities encompass the design,
permitting, and construction observation of coastal marinas, docks, seawalls, lake bank
restoration, and other waterfront and environmental projects.

As an Engineer-in-Training with a Civil Engineering degree from the University of Florida (2019), Cole specializes in water systems design and geotechnical applications essential for waterfront and coastal projects. With a wide array of experience and background in projects such as water treatment and infrastructure, sanitary / drainage systems, dune and beach restoration processes, including project management, design, and construction observation, Cole’s current position at HWA is Project Engineer.
Cole’s focus is on preserving the coastline, water quality and environmental sustainability. With much experience in the waters of South Florida, Cole has curated the appropriate amount of background knowledge to allow him to blend into a marine engineering firm seamlessly while bringing additional expertise to share with HWA’s team and clients.
Cole is involved in projects such as mangrove restoration, coastal and channel dredging, Coastal Construction Line permitting, shoreline stabilization design, marina and dock expansions, environmental permitting, etc. As a Project Engineer at HWA, his responsibilities include design, permitting, lake bank stabilization, and construction observation of coastal marinas, docks, seawalls, and other waterfront and environmental projects. Cole is proficient in ArcGIS, AutoCAD, Civil 3D other technical tools essential for top-notch service delivery.
With a proven track record of complex project management, Cole brings unique qualifications in both design expertise and hands-on coastal construction experience – a rare combination in the marine engineering field. As an Environmental Scientist with almost five years of experience in regulatory compliance, water quality monitoring, and environmental permitting she serves as HWA’s Environmental Scientist.
Serena has served as liaison to federal, state, and local regulatory agencies including ACOE, FDEP, and SFWMD, preparing Environmental Resource Permit Applications and managing regulatory compliance for coastal projects. Her expertise includes environmental assessments, protected species surveys, coastal vegetation monitoring, and environmental resource permitting. She is proficient in water quality monitoring, ArcGIS, field data collection, technical report preparation, and native plant, sub-aquatic vegetation, and resource identification. This, along with her regulatory expertise, field capabilities, and government/agency experience, makes her well-suited for environmental consulting projects requiring both compliance knowledge and practical field solutions.

Johanna’s responsibilities include the coordination of permit application processing, project tracking, and monitoring overall project progress. She acts as a project liaison, both internally between staff and project managers regarding resource allocation, and as a communications expediter between project managers and agency personnel. Johanna is involved in most every project in the office, and is the point person regarding the current status of any given project.

Prior to joining HWA in 2012, Tina provided years of administrative management services at one of the area’s premier private school.
